Referring to telegram No. 22 from me.
It has been announced by telegram by Canton Government to corps diplomatique that Southern Customs will be taken over by
them on February 1st.
As the events of 1918 are not well known to my colleagues
they have telegraphed home for instructions.
I am told by United States Minister that United States
Government are in favour of the payment direct to Central
Government of all customs receipts without reservations,
As French have a so long co-terminous frontier it is
represented by French Chargé d'Affaires that great care has
to be exercised by them in dealing with South.
The inconsistancy of Powers towards South is pointed out
by Japanese Minister who thinks that adoption of drastic
measures would be useless if Southern Government are indirectly
encouraged by United States Government by supply of machinery
etc. for Canton Arsenal. Sae telegram of November 24th No.
